Choosing the right image tool

What is the difference between compressing and resizing an image?
Compressing lowers the file size in KB by storing the picture more efficiently, and can keep the same width and height. Resizing changes the width and height in pixels, which also makes the file smaller. A KB limit needs compression; a pixel size needs resizing.
